Vaccinations for those aged 60 to 69 to start end-March

For a moment, I thought above 70s being ignored. Then I read in second story that it starts on MONDAY. Why not just double-barrel this and say that the nationwide vaccination programme for above 70s starts on Monday, while those who are in their 60s will get their turn end of March
