No drop in pay for over 60% hired under job scheme

I have no idea what I’m reading. On reading headline, so the rest got drop in pay? Is the headline written this way because people were EXPECTING a drop in pay??? Because it’s odd to focus on NO DROP. Or are we to be happy that it’s 60 per cent??? But what pay are we comparing with? Pay in previous job? But it says only three in 10 were previously unemployed.

And after the ‘news’ comes the usual gobbledygook.
