Tourism sector hopeful of recovery despite new lows

I can’t even begin to say what is wrong with this story…Page 1. It’s actually a story on fewer passports issued. But everything from kitchen sink to bath tub thrown in to make the ‘hopeful’ point DESPITE new lows.
